Empty Promises: Another Strategy Instead of Action
🥳 Hooray!!! A decree approving the new National Human Rights Strategy has been signed, giving separate attention at state level to protecting LGBTIQ+ rights for the first time!!! Are LGBTIQ+ people finally going to have equal rights?
🤡 Lol, no) This is far from the first “powerful” strategy to mention LGBTIQ+ rights, and it will be far from the last. Meanwhile, the so-called “Parliamentary Dialogue” promoting the discriminatory Civil Code has ended, and the draft law could be put to a vote very soon.
🤡 We can see that LGBTIQ+ people have already appeared in plans, strategies and recommendations. Now we demand that commitments be fulfilled and discriminatory provisions be removed from the draft Civil Code.
👉 More details below. See you on Sunday at 14:00 on Mykhailivska Square. Bring friends, relatives, enemies and cardboard signs. On 25 October, we’ll be chanting for a European state governed by the rule of law 🇪🇺

What happened?
On 12 October, the President approved a new National Human Rights Strategy. It explicitly mentions LGBTIQ+ people, discrimination and the need to strengthen protection for LGBTIQ+ people.
Operational objective 14. Preventing and combating discrimination, hate speech and criminal offences motivated by intolerance; upholding the rights of LGBTIQ+ people.
Sounds great! But…
Before opening the champagne, let’s open the earlier documents
The implementation plan for the 2015 Strategy already provided for drafting a bill on civil partnerships for different-sex and same-sex couples.
It addressed specific things: property, inheritance and support for a partner unable to work. These rights were already clear enough to put in a plan…
…but nothing changed.
This is not the first time LGBTIQ+ people have been mentioned
Cabinet of Ministers Order No. 439-r of 2 May 2025 amended the State Strategy for Ensuring Equal Rights and Opportunities for Women and Men until 2030.
The text explicitly refers to “LGBTIQ+ persons” and spells out the abbreviation. It recognises problems with access to social, medical, educational and other services. The expected results include an increase in the number of LGBTIQ+ people receiving quality healthcare.
The plan for 2021–2023 again included measures to protect people from discrimination. The Ombudsman specifically called for monitoring to ensure their timely implementation.
Yet neither the bill on criminalising hate crimes against LGBTIQ+ people nor the bill on registered partnerships has been adopted to this day…
We are being told to just wait
The new Strategy sets out a further step: within six months, the government must approve an operational plan for 2027–2029.
In other words, even after the Strategy is approved, the specific measures for implementing it still need to be decided…
…we’re being told to just wait)))
Nobody waits when it comes to restricting rights
While we are being promised protection for our rights, the draft of the new Civil Code, No. 15150, is being prepared for its second reading.
It proposes invalidating marriages to a person who has “changed sex” and ending the recognition of same-sex families as… families.
The new Strategy does not, by itself, remove this provision. Instead, it whitewashes and conceals it. These discriminatory provisions could still become law — and they certainly will if…
…we stay silent!
The following call to a protest appeared in the original post of 19 October 2026 and is preserved here as part of the archive:
Come to the protest against discriminatory provisions in the new Civil Code!
